This is what a lot of us walk on but rarely think of. It is when the ground is so hard that water does not even penetrate it. These spots are usually bare with nothing (weeds or grass) growing on it because nothing can penetrate the soil. Sub-soiling or chisel plowing can relieve hard pan and get the whole area green with the type of grass you want, thus adding property value for you.
